The RFT for TOMAK - Farming for Prosperity (Timor-Leste) was released on AusTender on 6 November 2015.

Investment Design for TOMAK

DFAT released the investment design for TOMAK - Farming for Prosperity Program in Timor-Leste for information to the market, prospective tenderers and suppliers on 14 August 2015. TOMAK is a new Australian Aid investment in the agriculture and food security sector with an estimated budget of A$25million over five years from 2016 to 2021.

Around three quarters of people in Timor-Leste depend on the agriculture sector for their livelihoods. However, a wide range of constraints limit the productive potential of the sector and, in turn, inhibit income opportunities, food security and nutrition. TOMAK's goal is to enable rural households throughout "Inland watersheds" with a total population of 146,000, to live more prosperous and sustainable lives. With support to agricultural value chains in a wide range of crops and commodities, TOMAK will link farming households and groups to markets and income generating opportunities. It will also promote the production and consumption of nutritious foods, contributing to healthy diverse diets for Timorese.

TOMAK Supplier Engagement & Stakeholder Workshop and Networking Events

DFAT held TOMAK Supplier Engagement & Stakeholder Workshop and Networking Events in Dili on Thursday 27 August 2015 and in Canberra on Thursday 3 September 2015.

Purpose of the Workshops:

The purpose of DFAT holding these workshops was to provide organisations, both international and those based within Timor-Leste, with an opportunity to engage with DFAT on the design and planned procurement, and to put forward suggestions to DFAT on related issues to inform DFAT's drafting of the planned Request for Tender (RFT) documentation, including the draft Schedule of Requirements and draft Pricing Schedule for the future contract. Suggestions on assessment methodology and selection criteria were also noted. The workshops also provided networking opportunities in country for prospective contractors and potential suppliers and stakeholders in the market to engage.

Specifically, the Workshops sought to:

enable DFAT to gain industry feedback on the context, scope, challenges, opportunities and risks in TOMAK program, as these will be translated into a Schedule of Requirements in a contract;
seek industry comments or suggestions on:
- the proposed scope of services and detail which it should contain, including deliverables, performance targets, monitoring and evaluation metrics, governance arrangements or any other aspects;
- options for the best way to develop a Pricing Schedule, and implement the program to deliver maximum value for money, e.g. consortium and other management models;
- industry views on: the opportunities this design provides for more outcomes based contracting, and industry suggestions as to how best structure the RFT to promote an outcomes-based contract; how to allow suppliers as much flexibility as possible to propose innovative and cost effective solutions for delivering outcomes; and how to differentiate their bids on the basis of value adds and quality in delivery;
- the best way to reward good progress and results on the ground, e.g. linking payments to outcomes, results, milestones, partner performance assessments, etc.;
- any comments around M&E, cross cutting issue management, or resourcing considerations and options;
- the potential risks to contractors and suppliers and how DFAT could mitigate some of them to reduce delivery costs;
- selection criteria and methodology considerations for this tender, including the key evaluation criteria or sub-criteria to be used for selection of the preferred supplier; supporting annexes that will add value to the bids and decision, and any suggestions on assessment methodology/interviews etc.
provide networking opportunities for potential suppliers such as international development contractors as well as private sector organisations, academic and research institutions, small and medium enterprises and non-profit organisations, both international and local;
identify organisations for potential partnerships, joint ventures, consortiums, sub-contracting, etc.; and
learn about other upcoming business opportunities in the Australian aid program and how to do business with DFAT for new players.

TOMAK Supply Chain Partner EOI Register

The TOMAK Supply Chain Partner EOI Register is a resource for potential suppliers for the upcoming planned TOMAK Request for Tender (RFT). The register provides information on supply chain partners particularly in Timor-Leste, and opportunities for establishing collaborative partnerships, joint ventures, consortiums, alliances or sub-contracting arrangements between interested organisations. It may also be used by the successful tenderer to establish sub-contracting arrangements in delivery after the contract award.

EOIs for inclusion on this Register may be put forward by both national and international organisations, including not-for-profit organisations, private sector organisations, academic and research institutions, consultancies, and small and medium enterprises (SMEs). Interested organisations should return completed EOI forms to DFAT through the TOMAK mailbox (tomak@dfat.gov.au). DFAT will update and maintain this EOI Register until the RFT is closed.
