CPTPP Upgrade Negotiations: Call for Submissions by 31 May 2026

On 21 November 2025, CPTPP members concluded the first General Review of the Agreement and agreed on a series of recommendations across a range of provisions to upgrade and enhance the Agreement. DFAT invites submissions from interested individuals and groups on the recommendations. The information stakeholders provide will assist the Government in forming Australia's negotiating positions for the Upgrade Negotiations.

DFAT welcomes submissions from all interested stakeholders, including businesses, civil society, unions, and First Nations groups. We also welcome submissions from State and Federal government agencies, academics, and other individuals and organisations who wish to comment on the CPTPP.

Individuals, organisations and groups that make submissions will be registered as stakeholders by the Department for further consultation and follow up, as appropriate.

Submissions can be lodged through: CPTPP@dfat.gov.au. The closing date for submissions is 31 May 2026.

All submissions will be available on the DFAT website unless the author specifies otherwise.

Uruguay’s Accession to the CPTPP: Call for Submissions by 31 May 2026

On 21 November 2025, CPTPP Ministers agreed to the commencement of an accession process for Uruguay. DFAT invites submissions from interested individuals and groups on the commercial, economic, regional and other impacts of Uruguay’s potential accession to the CPTPP. The information stakeholders provide will assist the Government in considering Australia's accession negotiations with Uruguay.

DFAT welcomes submissions from all interested stakeholders, including businesses, civil society, unions, and First Nations groups. We also welcome submissions from State and Federal government agencies, academics, and other individuals and organisations who wish to comment on the CPTPP.

On 28 November 2024, the CPTPP Commission decided to commence an accession process for Costa Rica. DFAT invited submissions from interested individuals and groups on the opportunities and impacts of the Costa Rica’s potential accession to the CPTPP. The following submissions were received:

The process for engaging stakeholders on the CPTPP was an extension of the Government's efforts to bring the Trans-Pacific Partnership (TPP) into force. This built upon the extensive consultations undertaken in relation to the original TPP which commenced in 2008.
