Overview

This page provides an overview of how Australia is working in partnership against the second pillar of Partnerships for Recovery. It outlines key related initiatives and summaries of programming and related documents.

Effectively addressing the needs of the most vulnerable, including people with disabilities, provides the bedrock for social cohesion and is fundamental to responding effectively to the priorities for Partnerships for Recovery. In both the response and recovery phases, Australia will focus on interventions that promote social cohesion and stability.

International Disability Alliance (IDA)

$7.79 million, 2015 to 2021

The International Disability Alliance (IDA) is a network of disabled people's organisations (DPO's). IDA brings together over 1,100 organisations of persons with disabilities and their families from across eight global and six regional networks, representing the voices of an estimated one billion people with disabilities. IDA's advocacy and expertise originate from people with disabilities. IDA promotes the rights of people with disabilities across the United Nations' efforts to advance human rights and sustainable development, using the UN Convention on the Rights of People with Disabilities (CRPD) and other human rights instruments. IDA also monitors CRPD compliance in the UN system.

Australia's support enables IDA to use its global reach to act as an authoritative and representative voice for disability rights and undertake capacity-building activities with regional, national and local DPOs to advocate for change. IDA is permanent co-chair of the Global Action on Disability Network, a coordination body that facilitates cooperation and knowledge sharing between bilateral and multilateral donors and organisations, the private sector, foundations and others contributing resources to disability-inclusive international development and humanitarian action.

Disability-inclusive technical assistance (CBM Australia)

$4.89 million, 2018 to 2021

This investment supports implementation of Australia's Development for All 2015-2020: Strategy for strengthening disability-inclusive development in Australia's aid program. This is actioned through the provision of both short and long-term demand-driven technical assistance and analytical support to design, implement, monitor and evaluate disability-inclusive policies and practice. The partnership continues to build understanding and capacity within DFAT and with implementing partners. This increases the reach of Australia's development program, the quality of life of people with disabilities, and their contribution to economic development.

Disability inclusion support for the Pacific (Pacific Disability Forum)

$5.75 million, 2017 to 2021

Australia partners with the Pacific Disability Forum (PDF), an umbrella organisation of Pacific disabled people's organisations, to support their members to advocate for and advance their rights. PDF works with governments, civil society and development partners to develop policies and actions that include people with disabilities in all aspects of public life on an equal basis with others. PDF also works with the Pacific Islands Forum Secretariat, UN agencies, development partners, churches, regional civil society organisations and service providers to ensure that people with disabilities are included in national and regional plans and policies.

Expanding movements to advance rights and inclusion of all persons with disabilities (Disability Rights Advocacy Fund)

$9.0 million, 2020 to 2024

Central to Australia's approach to disability inclusion is supporting disabled people's organisations (DPOs) in developing countries. This support aims to build their capacity so they can give voice to people with disabilities at all levels and contribute as leaders and decision makers in their communities. Australia supports the Disability Rights Advocacy Fund (DRAF), a collaboration between donors and the disability community. Through grants, advocacy and technical assistance, DRAF provides a comprehensive approach to supporting the rights of people with disabilities through support to DPOs. The grants support DPOs to participate in ratification, implementation, and monitoring of the UN Convention on the Rights of Persons with Disabilities and promote a rights-based approach to disability equality at community and government levels. DRAF's priorities, such as improving the inclusion of a diverse range of people with disabilities and addressing the intersectionality of gender and disability, align closely with the guiding principles of Australia's Development for All Strategy.

United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD)

$7.88 million, 2017 to 2021

The United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD) is a collaboration by UN entities, governments, disabled people's organisations and the broader civil society to advance disability rights around the world. UNPRPD supports full implementation of the UN Convention on the Rights of Persons with Disabilities by coalition building and capacity development. The technical secretariat for UNPRPD is hosted by the United Nations Development Programme. DFAT is a member of both the UNPRPD Policy Board and Management Committee.

Strengthening global disability data (UNICEF)

$3.5 million, 2019 to 2022

This partnership builds on Australia's 2014-2017 partnership with UNICEF / Washington Group on Disability Statistics. It strengthens global disability data by promoting the use of the Washington Group/UNICEF Child Functioning Module, supporting disability data capacity building and providing technical assistance. This support builds national capacity in child disability data collection and helps to address data gaps in child disability prevalence estimates.
