COVID-19 Development Response Plans were brief, two-year development plans outlining Australia's COVID-19 response at the country, regional and global level. All plans shared a common set of objectives drawn from Partnerships for Recovery.

The Department of Foreign Affairs and Trade produced development program Progress Reports for the major countries and regions in which Australia provided international development assistance under Partnerships for Recovery. Annual Progress Reports detailed progress in implementing country and regional COVID-19 Response Plans. The reports provide a summary of program achievements and progress against performance indicators.

DFAT uses PPAs to assess how well implementing partners are delivering the services required in aid agreements and to inform future funding decisions. PPAs are DFAT owned documents stored in its information and records management systems. PPA information can be used for internal DFAT purposes and de-identified performance reporting to the public and the Government, including but not limited to, informing future procurement evaluations by tender Evaluation Committees, partner selection decisions, funding to multilateral organisations, partner governments and DFAT's aid program publications. Partners will be de-identified for the purposes of performance data analysis used in public reporting, unless there is a legal duty to do so. Partners must seek DFAT's written consent to share PPAs with third parties.

Adviser performance assessments (APAs) assess how well individual Advisers are delivering the services required in aid agreements over a 12 month period.  This helps improve performance of advisory inputs at the activity level. APAs must be completed for all specified Adviser personnel, regardless of agreement value.
