Summary of publication
The ASEAN-Australia Political-Security Partnership (APSP) supports ASEAN leadership in addressing regional political-security challenges through collaborative policy dialogue, capacity building, and research. Delivered primarily by The Asia Foundation (AUD 9.5 million, 2019–2025) and a smaller component through a CSIRO-led marine debris initiative (AUD495,000, 2022-2026), APSP focuses on shared priorities of transnational crime, maritime security, conflict prevention, and women, peace and security. APSP engages ASEAN sectoral bodies, the ASEAN Secretariat, and Australian institutions in advancing ASEAN cross-sectoral cooperation.
A comprehensive end-of-program evaluation (2019–2024), guided by APSP’s Monitoring, Evaluation, and Learning Plan, assessed program performance and GEDSI integration. Methods included a desk review, stakeholder consultations, a survey, activity observation, and case studies.
The evaluation found APSP to be effective in strengthening ASEAN-Australia engagement, supporting ASEAN leadership on transnational and regional political-security issues, and promoting cross-sectoral cooperation across ASEAN community pillars. Success was driven by strong partnerships with ASEAN stakeholders and the program’s built-in adaptability to evolving priorities.
DFAT has prepared a management response to the findings. The insights will guide the design of a future program.
