The Pacific Insurance and Climate Adaptation Programme aims to improve the financial preparedness and resilience of Pacific governments and communities against climate change and natural hazards through the development and implementation of innovative and inclusive Climate Disaster Risk Financing and Insurance instruments. This report was undertaken to assess the effectiveness of the program’s first phase.

It works across three priority themes (accelerating human capital development; improving economic governance and mobility; and building more and better infrastructure), with a cross-cutting focus on gender equality.

This independent review was undertaken to assess progress on the implementation of the package. The recommendations made in this review informed the design of future Australian support to the Pacific and Timor-Leste. In evaluating the implementation of the package, this review analysed economic, fiscal, social and aid data, program documentation, and interviewed several stakeholders from across the Pacific over a two-month period.
