Summary of publication
The Pacific Community (SPC) is the principal scientific and technical organisation supporting development in the Pacific region. Its Public Health Division (PHD) coordinates the region’s health architecture and prioritises providing countries with technical and capacity building assistance to help them strengthen their non-communicable disease response; health security preparedness, surveillance and response; laboratory capacity; public health surveillance; clinical services including nursing, infection prevention and control; and health information systems.
DFAT engaged an independent evaluation team to assess the extent to which DFAT's AUD21.3 million in funding for SPC PHD during 2019-2024 contributed to Pacific Islanders reaching their full potential and living long and healthy lives, and to provide recommendations for strengthening delivery of programs into the future and on whether DFAT funding to the program should be extended. The evaluation team comprised a team leader, a Pacific regional health specialist, and a gender equality, disability and social inclusion (GEDSI) specialist. The evaluation findings were informed by a desktop review and in-country consultations with Ministry of Health personnel and stakeholders in Tonga, Fiji and Solomon Islands, and with DFAT and SPC PHD.
DFAT’s Management Response details how DFAT plans to act on the evaluation’s recommendations with SPC PHD, through the design and governance arrangements for funded programs.
