Summary
DFAT commissioned a Mid-Term Review (MTR) of the 2022-2030 Australia Awards in Indonesia (AAI) Program in December 2024. The review assessed AAI's effectiveness, efficiency, and relevance and emerging issues, including the performance of its program modalities. It also provided recommendations for improvements for the second phase of the current design. The MTR Report was finalised in July 2025.
The review found that overall, AAI is a well-established and highly regarded program that is performing well. Notably, AAI aligns closely with the strategic priorities and needs of both the Government of Australia (GOA) and the Government of Indonesia (GOI). With robust policies and procedures in place, AAI's delivery is supported by strong planning, management, and governance arrangements. The program achieves its outcomes and demonstrates strong performance in advancing inclusive development. In 2025, AAI continues to be considered by both governments as the ‘gold standard’ of international scholarship programs, with a strong understanding of the long–term benefits of scholarships for both human capacity strengthening and relationship building.
In response to the review findings and recommendations, DFAT has prepared a Management Response. Accepted recommendations will be addressed over the coming months, with some to be considered as part of the refinement for the next phase.
