Summary of the publication
DFAT commissioned an independent review of its two investments in the education and skills sectors: the Vanuatu Skills Partnership (VSP) and the Vanuatu Australia Education Support Program (VAESP), which includes Australia Awards Vanuatu.
Managed by the Department of Foreign Affairs (DFAT) from the Australian High Commission in Port Vila, both programs conclude in 2026, VSP in January and VAESP in December.
This High-Level Modality Review examines the strengths and challenges in VSP and VAESP and considers the merits of maintaining the status-quo of separate skills and basic education programs, or a new, combined investment commencing 2026.

Summary of Management Response
DFAT welcomes the High-Level Modality Review and accepts the one recommendation put forward. DFAT is currently implementing this recommendation with a design underway for a single integrated investment (education, skills and scholarships).
