Summary of publication
The Pacific Media Assistance Scheme (PACMAS) has been the flagship of Australia’s support towards a stronger and more independent media sector in the Pacific for over a decade, with ABC International Development as its longstanding delivery partner.
PACMAS Phase 4 (July 2023 – July 2026 plus a pending 6-month extension to December 2026) supports Australia’s commitment to a viable, resilient and independent Pacific media. The AUD $9.4 million investment delivers capacity building to support credible journalism, digital transformation, quality content and media association strengthening across 14 Pacific countries.
This report was undertaken to assess the effectiveness of the first 2 years of the program (July 2023 – July 2025). In assessing the performance of PACMAS Phase 4, the evaluation focused on five key assessment questions to assess the program’s relevance, effectiveness, efficiency, promotion of equity and inclusion, and sustainability. The recommendations made in this report will inform the next phase of PACMAS.
