Mid Term Review of the Tautua: Human Development for All program

Summary of publication

Tautua: Human Development for All is an eight-year program valued at AUD40 million and delivered over 8 years (2021 – 2029). The program is aimed at supporting Samoa to pursue its human development and social inclusion priorities by addressing persistent complex social issues (CSIs) that continue to constrain progress. As a consolidation of Australia’s investments across the health, education, and community sectors, Tautua partners with Government of Samoa agencies and civil society organisations to deliver coordinated, system level support. The program adopts a flexible approach, combining pilot initiatives with proven solutions to accelerate progress towards equitable access to, and improve the quality of, health, education, gender equality, disability inclusion, and social protection services for all Samoans.

In 2025, DFAT commissioned a mid-term review of the Tautua program to assess its performance and impact, evaluate the efficiency of the modality and provide recommendations to strengthen performance in Phase 2.
The review found that the program has made positive progress towards achieving its end of program outcomes, and is contributing to solutions that address the complex social issues in human development.

DFAT agrees with the recommendations and has outlined an intended action plan in the Management Response.
