Summary

The Independent Review of Australia Awards in Tonga (2024) assesses the relevance, effectiveness, inclusion, and efficiency of the Australia Awards program in supporting Tonga’s development priorities. Drawing on data analysis, stakeholder consultations, and alumni feedback, the review finds that the program is well aligned with the Government of Tonga’s workforce needs and Australia’s development objectives. Since 2001, more than 500 scholarships have been awarded, contributing to a strong cohort of alumni across government, private sector, and civil society.

The review finds that the program is effective in building skills, leadership, and institutional capacity. Alumni are widely recognised for applying their knowledge and skills in key sectors such as health, education, and governance, with many now holding senior roles. However, the review identifies opportunities to strengthen reintegration support, alumni engagement, and professional development, as well as to enhance formal cooperation linkages with Australia.

Progress on gender equality, disability, and social inclusion has been mixed. While women have received the majority of awards, further efforts are needed to support participation in non-traditional fields and leadership pathways, and to improve access for persons with disability and applicants from outer islands. The program is efficiently delivered overall, though strengthened post‑award support and monitoring would improve long-term outcomes. The review’s findings will inform the future direction of Australia Awards in Tonga under the Australia–Tonga Development Partnership.
