The Human Development Monitoring and Evaluation Services (HDMES) program was established in 2019, implemented through a partnership between Adam Smith International (ASI) and Clear Horizon, to provide Health and Education investments in Papua New Guinea (Port Moresby Post) with independent monitoring, evaluation and learning (MEL) support.
The Mid-Term Review was conducted to assess the performance of HDMES from 2019 – 2024 against its End-of-Investment Outcomes (EOIOs) with a focus on:
- Effectiveness and efficiency, including assessing progress toward and attainment of outputs; issues and challenges; and how they were addressed.
- Strategic relevance and value-add to the Health and Education investments.
- GEDSI integration.
Guidance for future MEL support and investment planning, both for the HDMES extension and beyond.
The Management Response outlines planned actions by DFAT (specifically the Health and Education teams at Port Moresby Post) in response to the Mid-Term Review’s recommendations, and for consideration in the future design of any MEL programs at Port Moresby Post.
