Australia Indonesia Partnership for Economic Development (Prospera): Independent Strategic Evaluation Report and Management Response

The Australia Indonesia Partnership for Economic Development (Prospera) is an eight-year, $277 million investment (2018–2026) that contributes to strong, sustainable and inclusive economic growth in Indonesia. Prospera’s focus is on supporting the Government of Indonesia (GoI) with priority economic reforms that advance private sector development, job creation and productivity; safeguard macroeconomic stability; and improve public finances and government performance.

Prospera delivers its support through a combination of expert advisory assistance, institutional strengthening activities, and partnerships among Australian and Indonesian government agencies. Collaborations are framed by GoI priorities, the need to adapt to mega trends like climate change and rapid technological advancement, and the imperative of increasing inclusion.

DFAT commissioned an Independent Strategic Evaluation of Prospera from September 2024 to April 2025 to assess the Program’s relevance, effectiveness, and sustainability and inform decision-making for its next phase. The evaluation covers the commencement of Prospera in 2018 until late 2024. It concluded that Prospera had demonstrated strong relevance to Indonesia’s development priorities and Australia’s strategic interests in the region; that it has contributed to economic policy reforms; and that it has driven sustainable policy advancements in Indonesia.
