DFAT will shortly go to market for a managing contractor to implement Phase 2 of the Partnerships for Infrastructure program(P4I).
P4I is an Australian Government initiative, financed through Official Development Assistance, which commenced in January 2021. It supports improved infrastructure development through partnerships with Cambodia, Indonesia, Laos, Malaysia, Philippines, Thailand, Timor-Leste, Vietnam and ASEAN. P4I’s overarching goal is “quality infrastructure that drives sustainable, inclusive and resilient growth in Southeast Asia”.
Phase 2 of P4I is part of a broader suite of initiatives aimed at lifting Australia’s engagement on infrastructure in the region, including the $2 billion Southeast Asia Investment Financing Facility, the creation of investment Deal Teams and the continued expansion of Australia’s blended finance investments. P4I Phase 2 will be up to $195 million over 5 years with a possible extension of up to 5-years.
DFAT anticipates the approach to market will be through an open two-step procurement process commencing in May 2025 through a request for Expressions of Interest (RFEOI). A failure to respond to the RFEOI will result in a potential respondent not being invited to participate in the subsequent Request for Tenders (RFT), which is the second step of the process. Shortlisted organisations from the initial RFEOI step will be published on this page.
An RFT for P4I Phase 2 will be issued around September 2025 with contract signing to commence in November/December 2025. The open procurement will be listed on the AusTender website when it is released to the market.
As at May 2025
