This document presents a work plan, implementation strategy and proposed budget for the Local Empowerment through Economic Development (LEED) project for the period June 2012 to May 2013. It includes strategic context, ownership and participation in the recovery process, sustainability, reflections on the strategic context, the ACRP3 framework of change and the LEED project, review of progress, project implementation approach, proposed work program, monitoring and evaluation and risk analysis.
