DFAT intends to approach the market for a managing contractor to implement a new health investment in PNG: Enhanced National Advice, Bilateral partnership, and Learning and Evidence (ENABLE) – from 2027 for an initial five year term, with the possibility of extension to up to 2037.

ENABLE will support Papua New Guinea (PNG)'s ambitions in preventing ill health, identifying, and addressing health risks and emerging diseases, and providing accessible and affordable quality healthcare for all, in line with its National Health Plan 2021–2030. Specifically, the managing contractor (MC) for ENABLE will be required to deliver selected national enabling functions and strategic partnerships that support Australia’s broader health portfolio to advance integrated Primary Health Care in PNG.

The MC will deliver functions including i) long-term embedded advisory support, primarily to the National Department of Health, ii) targeted grants to establish or formalise strategic partnerships, including with Australian organisations, that will strengthen PNG institutions, and iii) learning and Insights that will strengthen evidence-informed decision-making, coherence, and performance across Australia’s PNG health portfolio.

It is anticipated that DFAT will approach the market in the last quarter of 2026 with a Request for Expressions of Interest (RFEOI) as the first stage of a two-step procurement process. DFAT will hold an industry briefing during the RFEOI period. Failure to respond to the RFEOI will result in a potential respondent not being invited to participate in the subsequent Request for Tender (RFT). Shortlisted organisations from the RFEOI stage will be published on the Development Procurement Pipeline.
