Cablegram [UNY]398 CANBERRA, 25 November 1946
MOST IMMEDIATE SECRET
Our UNY 380. [1] Disarmament. Please advise when Australian draft
resolution approved by Minister was presented. Instruction to
support United Kingdom move to discuss together disarmament and
troops [2] was in no sense approval to withdraw disarmament
resolution or in any way lose initiative. Please advise
immediately present position.

1 See Document 228, note 3.
2 After the Security Council had rejected, on 24 September, a
U.S.S.R. proposal to have the question of troops of the United
Nations in non-enemy territories (see Document 104, note 1) placed
on its agenda, the Soviet Union requested that the matter be
included on the agenda of the second part of the first session of
the General Assembly; the U.K. delegation had then proposed in the
First Committee that the item be considered together with the
U.S.S.R. item on disarmament.
