Summary of independent completion review
The report presents the findings of the independent completion review (ICR) and financial management review (FMR) of the Philippine Red Cross (PRC) Multiyear Prepositioning Arrangement (MYA). The report entitled, ‘Responding to the Needs of the Most Vulnerable Population Affected by Disasters and Conflict through Emergency Relief and Cash Assistance’ covers the period from March 2020 to December 2024.
The MYA was designed to support timely and effective humanitarian action through the prepositioning of relief supplies, including support to the Philippine Government’s COVID-19 response. The ICR found the MYA to be highly relevant to DFAT’s investment priorities and assessed it as having largely met delivery outcomes, identifying some areas for improvement. The MYA provided assistance to more than 75,000 people affected by disasters and emergencies.

DFAT Management response
DFAT welcomes the findings of the independent completion review and financial management review of the Philippine Red Cross (PRC) Multiyear Prepositioning Arrangement and the eleven key recommendations to strengthen future engagements with the PRC. DFAT agrees with eight of the recommendations, partially agrees with two, and disagrees with one recommendation that was beyond the scope of the project. The recommendations will be factored in the succeeding multiyear prepositioning agreements with PRC.
