Vanuatu Secondary School Extension Project Phase II: Independent Completion Report (June 2009)

Summary of publication

Assesses the relevance, effectiveness, efficiency and impact of the four-year Vanuatu Secondary School Extension Project Phase II.

The report concludes that Vanuatu Secondary School Extension Project Phase 2 was a successful and path-breaking project which earned high praise from the schools and communities that benefited. It says the project achieved its core objectives and forged important innovations. The project effectively combined Australian volunteers, community resources and small local contractors and community labour groups to reduce costs and increase local benefits (while maintaining high quality results). Weaknesses included problems with budgeting and scoping of works, building design, maintenance, handover, and on-going management and maintenance of school facilities. The evaluation also mentions inadequate social and economic measurement of impact as a particular limitation, and notes that local tensions over resources came to light during the project (although the problems were managed well).
