Summary of publication
This note provides background on the key elements in the design of a proposed program of Performance Linked Aid to encourage Public Financial Management reforms in Samoa. It is not a comprehensive concept note but aims to provide reviewers with information to assist in answering the following key questions:
- Are we satisfied that the Performance Linked Aid funding is encouraging change from what would otherwise happen without funding? How do we balance this need against the need for country ownership?
- Is AusAID comfortable with the Public Financial Management and macroeconomic focus of this version of the Matrix?
- Does AusAID require that funds provided through Performance Linked Aid be earmarked to certain Government of Samoa expenditures or can the funds be provided as general budget support?
- What are the implications of the fixed/variable formula for budget measure predictability?
