Summary of publication

This study reports on the effectiveness of SSRP transparency instruments at the local level and provides recommendations for improvements in school management through improved planning, community involvement in social auditing and financial management.

The report makes a number of recommendations for improvement in processes including:

• local planning and budgeting processes
• school improvement plans
• financial management and audit
• human resource management
• school management and district education committees
• capacity development
• social audit practices
• monitoring and evaluation
• enhancing citizen engagement
• and the role of central agencies in maintaining transparency and accountability.
