This Independent Progress Review involved assessment and rating of the progress of the I-EMCD program (incorporating I-EMCD I and II) against six of AusAID's seven evaluation criteria, namely: relevance, effectiveness, impact, sustainability, gender equality, monitoring & evaluation and analysis and learning.


However, the efficiency criterion was not addressed because, in the opinion of the Iraq Unit, it is difficult, if not impossible to collect relevant information in the current operating context in Iraq.
