Ending Violence Against Women in Cambodia, 2012-2017 Program Completion Report

Summary of publication

This is the completion report for the Cambodia Ending Violence Against Women (EVAW) program–2012-2017. The report provides a full picture of the operation, collaboration, achievements, challenges, success factors, lessons learnt, and program data of the EVAW program.

The EVAW Program supported initiatives of the Royal Government of Cambodia and the Ministry of Women's Affairs (MOWA) to change attitudes and prevent violence so that women and girls could feel safe in their homes, in the workplace and in their communities. It was aligned to key Australian and Cambodian government policy including the 2014 Australian aid development policy Australian aid: promoting prosperity, reducing poverty, enhancing stability development policy and two key MOWA initiatives that support a whole-of-government approach to EVAW:

  • The second National Action Plan on Violence Against Women 2014–18 - the primary government policy that sets out key strategies to prevent and eliminate violence against women, and
  • The Neary Rattanak IV 2014–18 - the five-year strategic plan for gender equality and the empowerment of women in Cambodia.

The program:

  • supported the development of national data collection surveys – the Cambodia Demographic and Health Survey and the Violence Against Women Prevalence Study. Both were launched in late 2015 giving reliable information on the prevalence of violence against women in Cambodia for the first time;
  • provided 12,907 women and their families with shelter, counselling, legal aid or peer support services, trained 18,337 people in community awareness programs, and provided 2,938 people with legal response activities;
  • piloted primary prevention projects in the key areas of reducing alcohol abuse and promoting positive messaging and reduce negative messaging of women in the media; and
  • piloted, tested and provided training on a series of practical tools and guidelines to ensure stronger service provision to victims of violence.
