This program completion report was prepared at the end of the contract for PNDS interim phase.

This document describes the tasks to be undertaken by Cardno Emerging Markets in order to affect closure of the Timor-Leste National Program for Village Development Support Program Phase I and handover and transition to a new program by 7 August 2014.
