Summary of publication
This is the Project Inception Report for the Australia Timor-Leste Program of Assistance for Secondary Services Phase II (ATLASS II). The program is increasing the availability and quality of basic secondary services in anaesthesia, paediatrics, orthopaedics, obstetrics and general surgery in Timor-Leste. The document describes the program components and activities, monitoring and evaluation arrangements as well as risk management strategy for the program. It also outlines progress during inception and the program workplan for Year One (July 2012-June 2013).
