It rates the Stage II Design for Australia Pacific Technical College as 'good quality' (5) on all criteria, except 'adequate' (4) on efficiency. The report comments that the relatively small number of graduates to date, and poor financial reporting, make it difficult to accurately assess efficiency of the college. It recommends that the design include stronger analysis and justification of the costing, potential cost savings and returns on investment.
