In an era of profound challenges and disruptions, Australia’s development program is investing in the sovereignty and resilience of our partners, and supporting a regional and global rules based order that reflects our values and underpins peace and stability.

At the end of 2020, UNDP commissioned an independent final evaluation of ACPIS. The Final Evaluation which looks into the DFAT-funded components of ACPIS global project, considered what has (and has not) been working effectively with regard to the delivery of the outputs and objectives noted above.

The ANCP is a global development program underpinned by DFAT's long-standing partnership with Australian Non-Government Organisations (NGOs). Established in 1974, the ANCP provides funding to accredited Australian NGOs to support locally-led and sustainable development aligned with Australia’s International Development Policy.

The mid-term review finds that the Aus4Transport Program assessed the implementation of the Program at both the strategic and operational levels. The MTR report considered the impact of COVID-19 on implementation as well as opportunities for the Program to assist Vietnam in its economic recovery.

The increased difficulty of accessing remote locations due to multiple factors including COVID, conflict and natural disasters means that DFAT needs to use new approaches to program delivery and monitoring and evaluation (M&E).

The Gender Responsive Equitable Agriculture Tourism (GREAT) program (2017-2022) aims to improve the social and economic status of ethnic minority women living in northwest Vietnam by increasing their beneficial engagement in agriculture and tourism markets. It focuses on supporting ethnic minority women in Son La and Lao Cai provinces of Vietnam improve their technical knowledge, access to finance, market information, support services, and linkages with the private sector in agriculture and tourism. Private sector actors are also supported to operate in more gender-responsive ways and sustainably engage with ethnic minority women for mutual benefit. The program supports Lao Cai and Son La government agencies in designing and implementing more inclusive socio-economic policies and programs.

This independent evaluation assessed the effectiveness of Australia’s and New Zealand’s joint investment in the Office of the Pacific Ocean Commissioner (OPOC) from 2017 to 2021, and provides recommendations for future consideration.
