The Monitoring Evaluation and Learning Framework (MELF) provides the evidence base to demonstrate the effectiveness of the ANCP in achieving results in economic growth and poverty reduction. 

Through the ANCP, DFAT partners with accredited Australian NGOs to implement their own development and poverty alleviation programs overseas. NGOs are responsible for the design, delivery, monitoring and evaluation of activities, submission of reports and acquittals and for fully accounting for funds provided by DFAT.

DFAT accreditation assesses the organisational structure, philosophies, policies and practices of Australian NGOs. Accreditation is a front-end and rigorous risk-management process. It is also a robust due diligence process for DFAT.

DFAT's support for regional health initiatives is an important component of the Partnerships for Recovery: Australia's COVID-19 Development Response policy. These initiatives complement and support our country and global health programs to improve development cooperation on priority health issues and to increase the effectiveness of our health development program. Information on some of these key activities can be found below.

Security and stability are essential for human and economic development. Australia’s investments recognise the importance of building resilience in human security and state security, and the importance of professional and accountable defence and security institutions. 

A healthy, educated workforce is critical to Timor-Leste’s future productivity and growth. Australia’s investments focus on supporting the Government of Timor-Leste to deliver essential services, including for the most vulnerable, through efficient budget allocation, improved service quality and strong oversight.

Growing and diversifying the economy is crucial for Timor-Leste’s sustainable development. A stronger economy will provide ongoing revenue to fund government services and jobs for Timorese citizens, including a growing population of young people. Australia is well placed to support private sector development, improved infrastructure and connectivity, and improved access to international and regional organisations to promote trade, and skills and labour mobility opportunities.
