Summary of publication
UNDP commissioned the Mid-Term Evaluation (MTE) of the SSPS project, with DFAT reviewing the Terms of Reference and UNDP engaging an independent consultant. The evaluation reviewed project performance since July 2021, focusing on delivery against planned outputs and contributions to the National Social Security Strategy (NSSS).
The evaluation found the SSPS project to be a key driver of social protection reform, achieving notable progress in coordination, monitoring, and policy dialogue. It highlighted strong government ownership and alignment with national frameworks, while noting challenges in capacity, data, financing, and policy implementation.
In response, DFAT and UNDP have taken joint actions to advance NSSS reforms, improve data systems, build institutional capacity, and pilot inclusive models. These efforts aim to strengthen the social protection system and prepare for NSSS 2026+.
The management response outlines planned actions by DFAT and UNDP to address the findings and recommendations of the Mid-Term Evaluation and guide the next phase of the investment.
