The PPIUF is a multi-donor trust fund that supports broad-based, sustainable, and inclusive growth in Papua New Guinea (PNG) and the Pacific. It aims to strengthen the enabling environment, harness opportunities for economic growth, build human capital and inclusive infrastructure and service delivery, and address the drivers of fragility, conflict, and violence.
An evaluation of the PNG and Pacific Island Umbrella Facility (PPIUF) was conducted between February and June 2025 to assess the additionality of the Department of Foreign Affairs and Trade’s (DFAT) core funding arrangements. This included consideration of the PPIUF’s effectiveness, efficiency, relevance and contribution to cross cutting issues including Gender Equality, Disability and Social Inclusion (GEDSI) and climate change.
Overall, the evaluation assessed the PPIUF as being relevant to Australia’s efforts in the Pacific and well aligned with the development aspirations and plans of Pacific governments. The report also highlighted useful findings and practical recommendations to inform decision making and ongoing implementation for further impact.
DFAT accepts the evaluation and agrees with the findings. The management response reflects DFAT’s commitment to program improvement and continued engagement in working with PNG and the Pacific in their development aspirations.
