This independent evaluation, commissioned by the Australian Department of Foreign Affairs and Trade (DFAT) and the New Zealand Ministry of Foreign Affairs and Trade (MFAT), assesses the performance and achievements of Phase Two of the Pacific Horticultural and Agricultural Market Access Plus (PHAMA Plus) program from July 2022 to September 2025.
Covering nine Pacific Island countries and drawing on lessons from Papua New Guinea, this independent evaluation reviews Phase Two of the PHAMA Plus program and its contribution to improving exporter performance, strengthening biosecurity and market access systems, and fostering innovation. Drawing on evidence from across the region, the report provides insights and recommendations to inform the next generation of Australia and New Zealand's support for Pacific agricultural trade, market access, and market systems development in the Pacific.
PHAMA Plus is a joint Australia-New Zealand initiative, implemented by DT Global, that supports improved exporter performance, strengthened market access and biosecurity systems, and supply-side innovation. Through partnerships with government agencies and private sector actors, the program aims to enhance economic growth and improve rural livelihoods across the Pacific. The evaluation provides key findings, lessons learned, and recommendations to inform future programming and investment in the region.
