This report presents the findings of the mid-term review (MTR) of the Strengthening Institutions and Empowering Localities Against Disaster and Climate Change (SHIELD) Program which is implemented through a consortium model led by the United Nations Development Programme (UNDP) together with the United Nations Human Settlements Programme (UN-Habitat), Consortium of Bangsamoro Civil Society (CBCS), National Resilience Council (NRC), and Philippine Business for Social Progress (PBSP).
The MTR assessed the achievements, progress, key challenges and opportunities towards the agreed SHIELD program goal and outcomes. The MTR methodology was based on mixed-methods approach, combining document reviews, surveys, focus group discussions, key informant interviews, and field visits to four provinces. The MTR consulted key stakeholders, including DFAT, consortium members, national and local government authorities, and civil society organisations (CSOs) working with UNDP.
The mid-term review identified a range of factors that contributed to the success of the project and provided valuable recommendations that aim to improve implementation until its completion in September 2028.

DFAT Management Response
DFAT welcomes the findings of the independent mid-term review and the nine key recommendations to strengthen the SHIELD Program; and agrees with UNDP’s recommended action plan. The DFAT management response focuses on these recommendations, which aim to enhance delivery, ensure sustainability over the remaining implementation period, better align the three program components and strengthen both program and financial management.
