Summary
Partisipasi is a Australia – Indonesia development cooperation program focused on democratic participation. It will run from early 2026 to mid-2030, with a value of up to AUD 30 million over 4.5 years. Partisipasi builds on lessons from the Democratic Resilience Pilot Program (DemRes, 2021–2026).
The program’s objective is to support Indonesian state and non-state actors to strengthen substantive democracy. Partisipasi has three expected End of Program Outcomes, which can be summarised as: strengthened institutional resilience; strengthened civic actors; and collaborative democratic action. Partisipasi has five focus areas:
- Electoral integrity
- Parliamentary engagement
- Civic participation and education
- Independent and quality media
- Countering mis/disinformation.
Partisipasi will partner with local actors, including government institutions, civil society organisations, media and academia. It will operate both at the national level and in targeted subnational locations (Yogyakarta, Makassar and Aceh).
Partisipasi will be delivered through two components:
- State Institutional Partnerships: this will support government-to-government linkages between key democratic institutions in Australia and Indonesia. The program will facilitate partnerships between electoral management bodies and parliaments to build relationships and share knowledge on common challenges. This component will also fund short courses to Australia, aimed at a wider range of state actors, on contemporary issues.
- Civil Society Partnership: this will provide funding to a range of non-government organisations in the democratic governance sector in Indonesia. DFAT will provide a single grant to a lead organisation (the ‘Convenor’), who will manage grants to other organisations.
Program governance and management arrangements will enable oversight by DFAT, alignment with Government of Indonesia priorities, consultation and collaboration, as well as risk management.
