Summary of Publication
Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) was a partnership between the Government of Australia and Government of Indonesia (GOI) to support sustainable and inclusive economic growth through improved access to infrastructure for all people In Indonesia. KIAT worked with government partners, multilateral development banks (MDBs) and civil society providing technical assistance to improve infrastructure policy, planning and delivery. KIAT was established with three End of Facility Outcomes (EOFOs):
- EOFO 1: Improved policies and regulations for infrastructure development
- EOFO 2: High-quality projects prepared for financing by GOI, MDBs or the private sector
- EOFO 3: High-quality infrastructure delivery, management, and maintenance by GOI
Phase 2 (July 2022 to June 2026) added two further MEL outcomes of EOFO 4 (GEDSI) and EOFO 5 (climate change). These were in response to the 2021 Mid-Term Review and Australia's 2023 International Development Policy, shifting emphasis from technical preparation to financial mobilization and full lifecycle management.
The focus of KIAT was on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); and Infrastructure Funding and Financing (IFF). KIAT also expanded infrastructure activities in the areas of urbanisation and private sector participation.
The strategic evaluation was aimed to generate credible evidence and analysis to assess KIAT's performance, draw out strategic lesson learned and good practices, and provide recommendations to inform Australia's development program in Indonesia; provide evidence to support KIAT's Final Investment Monitoring Report (FIMR); and inform the early implementation of DFAT's new climate, infrastructure and financing investment.
Based on the findings of the evaluation, recommendations were provided on aspects for consideration for longer-term future programming under the successor program on climate and sustainable infrastructure (the Australia-Indonesia Climate and Sustainable Infrastructure Partnership – KINETIK).
