Australia’s Solomon Islands Partnership for Governance (ASIP‑Gov) is Australia’s flagship $35.8 million governance initiative in Solomon Islands, implemented from 2022 to 2025 with an option for a two‑year extension. The program supports the Solomon Islands Government (SIG) to strengthen public financial management, enhance digital government and cybersecurity, and promote inclusive democratic processes. ASIP‑Gov is organised around three pillars—(1) Economic Governance, (2) Democratic Governance, and (3) ICT and Cybersecurity.
The program has four end‑of‑program outcomes (EOPOs): strengthened public financial management and oversight (EOPO1); improved domestic revenue generation and improved capability in targeted areas (EOPO2); strengthened inclusive democratic processes and expanded opportunities for stakeholder engagement in public policy (EOPO3); and strengthened relationships between SIG and the Australian Government (EOPO4). EOPOs 1 and 2 are largely advanced through the Economic Governance and ICT/Cybersecurity pillars, while the Democratic Governance pillar focuses on EOPO3. All pillars collectively contribute to EOPO4.
The purpose of this mid‑term review (MTR) was to assess the relevance, effectiveness, efficiency, sustainability, and GEDSI contributions of ASIP‑Gov against nine key evaluation questions. The review examined program performance against the EOPOs and intermediate outcomes (IOs) and assessed the effectiveness of the program’s operating model, resourcing, and strategic positioning. It also aimed to identify achievements, challenges, lessons learned, and opportunities for improvement.
The MTR provides evidence to inform decisions on the program’s future direction, including potential redesign or restructuring of ASIP‑Gov’s scope, delivery modalities, and strategic focus for the remainder of the implementation period and any future phases.
