ABIP2 investment design update

Summary of Publication

The Australia-World Bank Indonesia Partnership Phase 2 (ABIP2) is the continuation of the successful partnership established in 2020 through a consolidation of multiple Bank thematic trust funds. Building on the first phase of ABIP, the second phase of this partnership (2025-2029) aims to support Government of Indonesia on the development and implementation of policies and programs, as well as institutional reforms in the areas of human capital, economic management and prosperity, infrastructure, and sustainable development, while promoting gender equality and advancing climate change initiatives. This initiative seeks to address challenges to Indonesia’s development in alignment with Indonesia’s Medium-Term Development Plan (2025-2029).

ABIP2 will support the Government of Indonesia’s efforts to increase inclusive economic growth, including the promotion of gender equality and advancing climate change initiative by:

  1. Accelerating human capital development, focused on improving access, equity and quality of health and nutrition services, and education, supporting jobs and skills reform, as well as improving social protection system performance.
  2. Improving economic management and prosperity, focused on economic governance including macroeconomic fiscal management, competitiveness reforms, and promoting poverty reduction, inclusion and economic mobility.
  3. Building more and better infrastructure, focused on connectivity, energy, infrastructure finance, climate change and disaster resilience and industrial decarbonization.
  4. Promoting sustainable development, focused on improving food and nutrition security, investing in water security, improving landscape and oceanscape management in Indonesia, supporting social sustainability and helping Indonesia meet climate change adaptation and mitigation goals.

ABIP takes a twin-tracked approach to gender equality, by mainstreaming gender across all activities and undertaking specific interventions, through providing programmatic policy, advisory, analytics, technical support, and advocacy approaches to enhance gender equality in Indonesia. Disability inclusion is a policy priority with the introduction of disability and social inclusion consideration at the Activity level. Climate change is a policy priority and cross-cutting theme for ABIP2 and includes a new dedicated intermediate outcome on low carbon growth and climate resilience.
