Summary
This Report presents the findings of an independent review of the PF3 by a team of two international consultants.
Description
The purpose of the independent review was to focus on assessing and providing recommendations on:
- the impact of the Pacific Facility III Trust Fund (PF3) and of the World bank's operations in the Pacific (including PNG)
- key difficulties or issues in the operation of the PF3, and options for resolving these difficulties or issues
- the effectiveness of the PF3
- the relevance of the World Bank's work in the Pacific
- operations for a potential future phase of the Facility.
The independent review found the PF3 has been an integral part of the World Bank's operations and these have been fully relevant, effective and efficient in relation to meeting Australian and New Zealand aid priorities and in meeting the needs and priorities of Pacific Island Countries.
The review also provided 10 recommendations aimed at improving performance, including suggesting improvements to the reporting framework. PF3 partners responded to the review favourably either agreeing with, or supporting the premise of, all 10 recommendations.
