Samoa Education Sector Independent Verification Report 2016

Summary of publication

The Education Sector Support Program (ESSP) disbursements consist of sector budget support based on process indicators (70%) and performance linked contributions (30%), subject to achievement of mutually determined performance indicators. The performance linked contributions are subject to an achievement of mutually determined performance indicators. The financing will be released based on Government of Samoa's tracking towards nine indicators and subject to an independent assessment of a minimum trend of 1 percentage point towards the Plan's 2019 targets. If not all indicators have been met, a proportion of the 30% will be paid.

The KPIs are distributed across the education sector and three implementing agencies responsible for implementation: Ministry of Education, Sports and Culture, Samoa Qualifications Authority and the National University of Samoa.

The Independent Verification Process (IVP) 2016 is the first exercise to be undertaken by DFAT and MFAT to assess the nine KPIs for the period 2014/2015.

Findings from the IVP reported that 1.5 KPIs were achieved out of the 9 KPIs. Recommendations were provided to the sector to improve data collection, analysis and reporting for the next IVP process.
