On 30 November 2015, Prime Minister Malcolm Turnbull delivered Australia's national statement to the United Nations Framework Convention on Climate Change (UNFCCC), COP21, in Paris.
In his speech, Prime Minister Turnbull announced Australia will ratify the second commitment phase of the Kyoto protocol. This ratification will ensure that we can carry-over the 129 million tonne over-performance on our first Kyoto target (2008-2012). Our Kyoto target is consistent with our 2020 target of minus five per cent on 2000 levels by 2020 (or minus 13 per cent on 2005) and we are on track to meet it.
The Prime Minister also announced that we will commit at least $1 billion to build resilience and reduce emissions over the next five years. This funding provides certainty about the floor of Australia's commitment in support for climate change action.
Prime Minister Turnbull also announced that Australia would join 19 other countries and a number of prominent businesspeople in signing up to Mission Innovation. Mission Innovation is a vehicle to accelerate research, development and demonstration of clean energy innovations which commits participating countries and leading private investors to clean energy innovation. Australia has a lot to contribute in this area, given our strong history in clean energy innovation and research and because we are one of the largest energy exporters to the world.
