Expanded framework

The Australian Government has updated its United Nations sanctions framework in relation to Iran.

Australia implements UNSC sanctions through Australian domestic laws, including the Charter of the United Act 1945 and its regulations.

The new regulations – the Charter of the United Nations (Sanctions – Iran) Regulations 2025 – include the following measures:

  • restrictions on the export or supply of certain goods;
  • restrictions on the import or purchase of certain goods;
  • restriction on the provision of certain services;
  • restrictions on sensitive commercial activities
  • restrictions on providing 'bunkering' services
  • restrictions on providing to or dealing with the assets of designated persons or entities
  • travel bans on designated persons

New listings

43 individuals and 78 entities were listed by the UNSC and have been added to DFAT's Consolidated List.

Effects of designations and declarations

The effect of a designation under the Regulations is as follows:

  • any person holding a 'controlled asset' (including an asset that is owned or controlled by a designated person or entity) commits an offence if they, without the authorisation of the Minister, uses or deals with that asset, or allows it to be used or dealt with, or facilitates the use of or dealing with the asset; and
  • any person who, directly or indirectly, makes an asset available to, or for the benefit of, a designated person or entity, without the authorisation of the Minister, commits an offence.

A designated person is prevented from travelling to, entering, or remaining in Australia.
