I am pleased to announce a substantial package of electoral assistance to
support Indonesia's national elections in 2004.
The 2004 elections will mark the first time that the President of Indonesia
will be elected directly. In addition, parliamentary elections at the national,
provincial and district levels are scheduled for 5 April 2004.
Due to the scale and complexity of the elections, Indonesia will face
considerable challenges as it attempts to manage efficient and transparent
polls. Australia's assistance will support Indonesia in this task.
Australia's contribution includes $2.9 million to the Australian Electoral
Commission (AEC) to continue a bilateral program of assistance with the
Indonesian Election Commission (KPU). Under this new commitment Australia will
assist the KPU Training Unit implement a plan of training for all KPU staff.
In cooperation with other donors, support will also be provided for the
establishment by the KPU of a centre to compile unofficial Indonesian election
results, similar in nature to the National Tally Room in Australia. This program
will conclude in October 2004 and builds on previous assistance provided since
November 2002.
Australia will also contribute to a multilateral trust fund established in
support of the 2004 elections. An initial contribution of approximately $8
million will be made to this fund. This assistance will be used primarily for
voter education and election monitoring.
This funding is through the Australian Government's overseas aid agency,
AusAID.
Australia provided approximately $15 million in assistance to Indonesia's
1999 elections. It is anticipated that Australia will provide a similar level of
funding in support of the 2004 elections.
