DFAT intends to approach the market for a managing contractor to implement a new investment - Strongim Ekonomi - in Solomon Islands from mid-2027 for an initial four-year term, with the possibility of a four-year extension.

Strongim Ekonomi will work in partnership with Solomon Islands Government (SIG) to support sustainable and inclusive growth and embed effective economic governance across and within SIG ministries, guided by the Solomon Islands National Development Strategy 2016-2035 (NDS).

The managing contractor (MC) for Strongim Ekonomi will be required to support an integrated governance and delivery framework for the investment. The MC will manage and implement program activities to strengthen public financial management, boost revenue collection and support economic growth. The MC will also be responsible for oversighting a suite of long and short-term technical advisors working in areas including, but not limited to, audit, budget preparation, resource management, procurement, customs, planning, statistics and payroll. The MC will also undertake portfolio-level MEL across all components of the investment portfolio, including related budget support programming and DFAT-managed activities such as twinning arrangements between Australian Agencies and Solomon Island Government counterparts.

It is anticipated that DFAT will approach the market in the fourth quarter of 2026 with a Request for Expressions of Interest (RFEOI) as the first stage of a two-step procurement process. DFAT will hold an industry briefing during the RFEOI period. Failure to respond to the RFEOI will result in a potential respondent not being invited to participate in the subsequent Request for Tender (RFT).
