Improved stability, security and resilience

Australia will continue our enduring partnership with Solomon Islands to strength public institutions, improve stability, security and resilience to disasters and climate change. This will enable Solomon Islands to grow its economy and improve the livelihoods and wellbeing of its people.

We will improve stability, security and resilience through:

  • Governance: Strengthened policies and systems are enabling Solomon Islands' government institutions to be more inclusive and accountable to citizens
  • Climate change and disaster resilience: Support to government, civil society and communities equips them to adapt to climate change; and prepare for and respond to disasters
  • Security and stability: Enhanced capacity in policing, maritime security, rule of law, border security, cyber security and the justice sector

Australia's Assistance for Inclusive and Accountable Governance in Solomon Islands and Australia Solomon Islands Partnership for Justice will help build an effective and accountable Solomon Islands. Our civil society strengthening program and support to local media institutions will continue to amplify local voices and ensure accountable democratic institutions. We will also continue to support Solomon Islands to strengthen electoral administration and implement priority electoral reforms.

We will increase our funding for climate change action and humanitarian preparedness and response. We will continue to support Solomon Islands to better prepare for and respond to disasters; undertake national climate adaptation planning, build institutional capacity, and mobilise climate finance for priority adaptation projects; and support Solomon Islands' transition toward secure, reliable and accessible clean energy though initiatives such as the Tina River Hydropower Development Project and the Pacific Climate Infrastructure Financing Partnership.

We will assist Solomon Islands to improve security and stability, including through the RSIPF-AFP Policing Partnership Program (RAPPP). We will support Solomon Islands in their engagement with regional security initiatives, including the Pacific Policing Initiative.

The Defence Cooperation Program will continue partnering with the Royal Solomon Islands Police Force (RSIPF) to boost its law and order, maritime security, explosive ordnance disposal, infrastructure and humanitarian assistance and disaster relief capabilities.

We also deliver expanded security support initiated in 2022–2023, including on cyber resilience and border security.

Supporting key investments

Australia Solomon Islands Partnership for Justice

Up to $20 million, 2021-2025

The Solomon Islands Justice Program works with all key justice agencies and communities across Solomon Islands to deliver greater access to a credible justice system that supports the rule of law. The Justice Program is delivering: justice agency strengthening; improved capacity for government legal advice and policy development and enhanced legislative drafting; improved access to justice in the provinces; and whole of sector strengthening including improved gender and social inclusion, better human resource and financial management, professional development, and improved information management system.

Australia's Assistance for Inclusive and Accountable Governance in Solomon Islands

Up to $57 million, 2022-2027

The Governance Program is working to: strengthen Solomon Islands public financial management and oversight; improve domestic revenue and capacities in targeted areas; strengthen inclusive democratic processes and expand opportunities for stakeholder engagement in public policy dialogue; and strengthen relationships between Solomon Islands Government and the Government of Australia.

RSIPF-AFP Policing Partnership Program (RAPPP)

Up to $106 million, 2021-2026

The Royal Solomon Islands Police Force (RSIPF) - Australian Federal Police (AFP) Policing Partnership Program (RAPPP) is supporting the RSIPF to become a committed, capable, and appropriately resourced police force that delivers an expected level of policing services across Solomon Islands. RAPPP is embedding AFP advisors to provide hands-on mentorship to RSIPF counterparts; delivering policing infrastructure projects; providing financial, technical and enabling assistance to support major operations; and delivering training and exchange programs to boost RSIPF capabilities.

Defence Cooperation Program

The Defence Cooperation Program focusses on partnering with the Royal Solomon Islands Police Force on specific areas of Australian Defence Force (ADF) expertise including Explosive Ordnance Disposal (EOD), maritime security and Humanitarian and Disaster Relief (HADR). The Defence Cooperation Program is delivering maintenance, training and funding for Solomon Islands' two Guardian-class Patrol Boats; upgrading critical security infrastructure, including delivery of the Aola Base Wharf in Honiara, and construction of the Western Border Outpost and Eastern Border Outpost; and strengthening the RSIPF's EOD capability to conduct of EOD operations in Solomon Islands, through providing infrastructure, equipment and training. Australia has also delivered an integrated police, health, and disaster management radio (Solomon Islands Police and Emergency Radio Network (SIPERN)) network across Solomon Islands. This is in addition to many other elements of the partnership with Solomon Islands under the Defence portfolio.
