Text of telegram to Security Council January ninth. [1]

'Subsequently to its telegraphic report of seven January Committee
of Good Offices was notified by Acting Chairman of the Netherlands
Delegation that his Government was now prepared to discuss
detailed plans for immediate despatch of military observers to
field. A number of conferences was held on evening of seven
January and morning of eight January. As a result arrangements
have been approved for despatch of military observers to various
areas in Java and Sumatra beginning on morning of nine January.

2. Military observers have received from Committee following
instructions:-

(A) To observe and report on extent of compliance with cease
hostilities resolution of Security Council;

(B) To observe and report on continuance of military operations,
if any, including their scope and mission;

(C) To observe and report on effect of hostilities on normal
pursuits and welfare of civilian population, and nature and effect
of relief and rehabilitation activities.'
