Cablegram 12 SINGAPORE, 7 January 1949, 5.25 p.m.

IMMEDIATE TOP SECRET

My memorandum 844 of 31st December, 1948. [1]

Governor Singapore [2] informs me that KLM has approached him for
permission to use and develop Cocos Island as staging point on its
European Java Service which it is proposed to route by Africa and
Mauritius now that India and Ceylon have banned passage of Dutch
aircraft.

2. An initial 500,000 guilders would be spent on developing
airstrip.

3. Request is being considered here and in London and Governor has
asked me to request that you will treat this information as top
secret for the time being.

1 Presumably a reference to Memorandum 845 of 31 December 1948.

This memorandum enclosed copies of reports on the Indonesian
situation from the Indonesian office in Singapore.
