Delhi Conference.
Nash announced today that Shanahan will not attend owing to
transport difficulties. Inglis, New Zealand Trade Commissioner,
Bombay, has been instructed to take over as principal observer and
to make explanation to Indian Government. Actual fact was that
External Affairs Department were misled by local press report
[that] conference had been postponed to 27th and had made travel
arrangements on that basis.
