Cablegram K142 BATAVIA, 30 June 1948, 12.15 p.m.

SECRET

Following telegram [1] despatched last night from GOC to Chairman
security council:-

Committee of Good Offices has honour to report security council as
follows: Further to our telegram 22nd, 23rd June [2] parties have
not found formula which would enable Australian - United States
working paper [3] be discussed.

At meeting of steering committee of conference 29th June Chairman
Republican
Delegation stated Republican Delegation and Government had
carefully considered both Australian - United States proposals and
results of informal talks between Hatta and Van Mook. Republican
Government had decided best hope of settlement lay in early
consideration of proposals. Furthermore it was of opinion
proposals offered only opportunity at present time for settlement.

On these grounds and in the light of latest security council
discussions he asked Netherlands Delegation reverse its previous
decision not to take Australian - United States proposals into
consideration.

In reply Netherlands representative stated decision of Netherlands
Government not to consider working paper was final.
