Your E.71 of 17th October.

Minister points out that it was arranged at Canberra with Addison
and Fraser that the matter should not be presently proceeded with,
and, in the circumstances, it might be better to have the matter
discussed in London in late November. Please try and arrange this.

1 McIntosh subsequently informed Burton that he was unaware of any
such arrangement, and officials at the UK High Commission in
Canberra reported that Addison could not recall it. In view of the
misunderstanding, however, they agreed that discussions should be
postponed until November.
