Cablegram 45 CANBERRA, 18 April, 1947

MOST IMMEDIATE

Legation here has returned passports for four mentioned persons
[1] stating visas cannot be issued without authorisation from
Ministry of Foreign Affairs, which authorisation has not been
received. Except for Soviet, this is the first occasion in the
history of the Department when visas requested by the Department
for senior officials of the Government have been refused.
